On Wednesday May 11 the California General Assembly move a bill forward 44-11 that would ban pets in the driver's seat of a moving vehicle.
While I don't normally like legistation that restricts rights in this case it seems that if people are stupid enough to have a dog in the seat with them while they are driving they are not only placing themselves at risk but also everyone else on the highway.
The problem may come with enforcement. Is the pet not allowed in the front of the car at all? I'm not sure from the story I just read. If so, it may be easier but if not, then the driver may be able to try and explain it away as the dog just jumped there.
